Running Meta ads India campaigns in 2026 rewards teams who treat the country as many markets at once. Facebook and Instagram reach audiences that browse almost entirely on phones, read and watch in a dozen languages, and shop around a festive calendar that moves every year. This guide covers what actually changes when you advertise in India: creative, targeting, billing in INR, Click-to-WhatsApp, cash on delivery, compliance, measurement and scaling.

Quick answer: Plan Meta ads in India around mobile video, regional language creative and the festive calendar (Navratri, Diwali, wedding season and big sale events). Bill in INR, add your GSTIN if you want input tax credit, and choose prepaid UPI or Netbanking at account creation if you need them. Use Click-to-WhatsApp ads for considered purchases, run the Pixel with the Conversions API, and judge COD campaigns on delivered orders, not placed ones.

If you run campaigns in several countries, our guide to multi-geo campaigns on Facebook ads covers account structure across markets. This article focuses on India specifically, in the same spirit as our market guides for Brazil and LATAM and Chinese cross-border sellers.

Why India is different

Three traits shape almost every decision.

Mobile first, video first. Most Indian users meet your ad on a phone, often on a mid-range Android device and sometimes on a patchy connection. Vertical video for Reels and Stories, large text, fast-loading landing pages and short checkout flows matter more than they do in markets where desktop still carries a share of purchases.

Many languages, many markets. Hindi, English and Hinglish travel well across the north and in metros, but a Tamil, Telugu, Kannada, Malayalam, Bengali or Marathi speaker is far more likely to stop for an ad in their own language. A national campaign in English only is effectively a metro campaign.

Tier 1, 2 and 3 cities behave differently. Metros tend to be more competitive, with buyers who compare prices and pay online. Smaller cities can offer cheaper reach and fast growth, but they also bring more cash on delivery, longer delivery times and more questions before purchase. Many brands find that the same product needs a different offer, proof and payment message by city tier.

Creative for regional languages

Creative is your main lever in India, because it decides who stops scrolling.

  • Localise, do not just translate. A literal Hindi translation of an English headline often reads as stiff. Use native writers for each language, and keep product names, prices and offers consistent.
  • Use Meta's multi-language ads. According to Meta's Business Help Center, you can add multiple languages to one ad, choose a default, and write a headline and text for each. Meta then serves the version that matches each person's language. This keeps your learning in one ad set instead of splitting budget across a dozen language-specific ad sets.
  • Show the product in context. Familiar settings, Indian sizing, rupee prices on screen and real people using the product usually beat polished studio shots.
  • Lead with trust signals. Return policy, delivery time, COD availability and reviews belong in the first seconds of a video, not hidden on the landing page.
  • Caption everything. Many people watch with the sound off. Burn in captions in the same language as the voiceover.

Test languages the way you test hooks: a small number of clear variants, enough budget per variant to read results, and a rule for when to stop. Our creative testing framework for Meta ads sets out that process. If you produce many language and format variants, a bulk launcher saves hours: Wevion's bulk launcher creates variants per language or audience in one pass, so each version keeps the same naming and settings.

The festive calendar

Indian ad demand is seasonal, and the seasons follow the lunar calendar, so the dates shift each year. Build your annual plan around:

  • Navratri and Dussehra, which open the festive quarter for fashion, jewellery and home categories.
  • Diwali, the biggest gifting and shopping period of the year for most categories, with buying spread over the weeks before the festival itself.
  • Wedding season, which runs across the winter months and drives fashion, jewellery, beauty, travel and gifting.
  • Regional festivals such as Durga Puja, Onam and Pongal, which matter far more in specific states than nationally.
  • Big sale events run by marketplaces and retailers, which pull competing advertisers into the auction and shift what buyers expect on price.

Practical steps for the festive window:

  1. Lock creative early. Have festive creative approved and uploaded before the busiest weeks, since ad review and production both slow down when everyone launches at once.
  2. Warm audiences ahead of time. Run awareness and engagement in the weeks before a festival so you have viewers and visitors to retarget at peak.
  3. Expect CPMs to rise. Competition increases during festive periods. Plan budgets on cost per purchase or cost per lead, not on reach. See what causes CPM spikes and how to respond.
  4. Watch post-festival returns. Gifting categories can see higher cancellations and returns afterwards, so wait for delivered numbers before calling a campaign a winner.

Billing in INR

Billing in India works differently from most markets, and some choices cannot be changed later.

Currency and seller. According to Meta's page on India's Goods and Services Tax, ads for Indian advertisers have been sold by Facebook India and billed in Indian rupees since October 2018.

GST and your GSTIN. Meta states that GST applies to ad charges and appears on invoices. Adding your GSTIN is optional, but Meta's help page on GST registration advises GST-registered businesses to add it, using the GSTIN of their main state of operations or headquarters, if they want to claim input tax credit. The business country on the ad account must be India. Meta's GST page also describes how TDS is handled, so ask your accountant how it applies to your business before you scale spend.

Payment methods. Meta's list of accepted payment options includes credit cards and co-branded debit cards, plus Netbanking and UPI as manual methods for ad accounts set to India and INR. Card payments for recurring charges follow Indian e-mandate rules, which Meta explains on its page about billing changes due to the eMandate regulation.

Prepaid funds. Manual methods such as UPI set the account up for prepaid funds: you add money first, and ad costs are deducted from that balance. Meta notes that you can generally only add a manual payment method if you choose it when you first set up the ad account. Decide on billing before you create the account, and keep a buffer in the balance during festive weeks so delivery does not stop when funds run out.

Click-to-WhatsApp ads

WhatsApp is where many Indian buyers prefer to ask questions, and Click-to-WhatsApp ads send them straight into a chat with your business.

How it works. According to Meta's help page on connecting a Page to WhatsApp, you link your WhatsApp business number to your Facebook Page, then choose WhatsApp as the message destination at ad set level. Meta's Marketing API documentation lists Engagement, Leads, Sales and Traffic among the supported objectives, and lets you set your own greeting message.

When to use it.

  • Considered purchases where buyers want reassurance: furniture, jewellery, education, travel, financial products, high-ticket electronics.
  • Local services and appointments, where a chat replaces a form.
  • Tier 2 and 3 audiences, who may trust a conversation more than an unfamiliar checkout.
  • COD-heavy products, where a chat can confirm address and intent before you ship.

Make it work operationally. Click-to-WhatsApp ads only pay off if someone answers. Staff the chat during the hours your ads deliver, prepare quick replies in each language you advertise in, and track which conversations turn into orders. For form-based alternatives, see our Facebook lead ads best practices.

Cash on delivery

COD remains common in Indian ecommerce, especially outside metros, and it changes how you read results.

  • A placed order is not a sale. COD orders can be cancelled before dispatch or refused at the door. If your Pixel fires a purchase at checkout, Meta optimises towards people who place orders, not people who pay.
  • Confirm before you ship. A short confirmation step, by call, SMS or WhatsApp, filters out low-intent orders and reduces the cost of returned shipments.
  • Measure on delivered revenue. Reconcile Meta-reported purchases with delivered, paid orders every week. The gap between the two is often the most important number in your account. Our article on why your ROAS does not match your profit explains how to close it.

Broad or regional targeting

Meta's delivery system works best with room to find buyers, and India is no exception.

Start broad. A broad audience across India, or across the states you deliver to, with strong creative usually gives the algorithm the most room. Meta's Advantage+ audience lets you treat location, minimum age, language and custom audience exclusions as hard limits while it expands everything else. For more detail, see our Advantage+ campaigns guide.

Go regional when the business requires it. Separate campaigns by region make sense when delivery coverage, pricing, inventory or support language differ. A South India campaign with Tamil, Telugu, Kannada and Malayalam creative is easier to manage than four national campaigns fighting over the same people.

Use language as creative, not just targeting. Multi-language ads let one ad set reach speakers of different languages without narrowing the audience. Reserve hard language targeting for cases where you genuinely cannot serve someone in another language, such as a support team that only speaks Hindi.

Avoid over-segmenting. Splitting a modest budget across many cities, languages and interests keeps every ad set in learning. Our explainer on the Meta ads learning phase shows why consolidation usually wins.

CPM context

India is often described as a low-CPM market, and reach can indeed be cheaper than in the US or Western Europe. But cheap reach is not the same as cheap customers. Average order values are often lower, COD cancellations eat into revenue, and costs rise sharply during festive weeks and big sale events.

Rather than chasing a benchmark CPM, track the full chain: cost per landing page view, cost per add to cart, cost per placed order and, above all, cost per delivered order. Compare tier 1 and tier 2 or 3 audiences on that last metric, not on CPM.

Compliance: Meta and ASCI

Two rulebooks apply to Indian campaigns.

Meta's Advertising Standards. Every ad is reviewed against Meta's Advertising Standards, which cover prohibited and restricted content, misleading claims and assertions about personal attributes. Health, finance, weight loss and before and after imagery are frequent causes of rejection. Write claims you can prove and avoid copy that implies you know something personal about the viewer.

ASCI's code. The Advertising Standards Council of India sets self-regulatory rules for advertising content. The ASCI Code requires that claims about objectively verifiable facts can be substantiated, and that ads do not mislead by implication or omission.

Creator and influencer content. ASCI's influencer guidelines require an upfront and prominent disclosure whenever there is a material connection between a brand and a creator, including free products, discounts or other perks. Accepted labels include Advertisement, Ad, Sponsored, Collaboration, Partnership, Employee, Free gift, Affiliate, and platform tools such as Instagram's Paid Partnership label. Disclosures hidden in a bio, at the end of a caption or among hashtags do not count. Both the brand and the creator are responsible. ASCI also sets extra requirements for creators who advise on banking, financial services, insurance, health and nutrition, including disclosing relevant qualifications. If you run creator content as partnership ads, check the disclosure in both the organic post and the ad.

Pixel plus Conversions API

Browser tracking alone misses events, and mobile browsing, in-app browsers and patchy connections make the gap larger.

  • Run both. Meta's Conversions API best practices recommend sending the same web events through the Pixel and the Conversions API, so events lost in the browser can still reach Meta.
  • Deduplicate. Meta's deduplication guide asks you to send a matching event ID and event name from both sources. Without it, purchases are counted twice.
  • Send the right events. For COD stores, consider passing a separate server event when an order is confirmed or delivered, so you can report on it and, once volume allows, test optimising towards it.

Scaling in India

Once you have a winning combination of product, offer, language and audience, scale with discipline.

  1. Scale the winners you have measured on delivered orders. Placed-order ROAS can flatter COD-heavy campaigns.
  2. Raise budgets in steps and watch cost per delivered order rather than daily ROAS swings. Our guide to scaling Facebook ads in 2026 covers vertical and horizontal methods.
  3. Expand language by language. A winner in Hindi is a strong candidate for Marathi or Bengali versions, but treat each as a new test.
  4. Refresh creative before festive peaks, since fatigue arrives faster when frequency rises.
  5. Set guardrails. Decide in advance what spend, cost per result or frequency level should trigger a pause or a budget change.

Most brands advertising in India also buy Google and other channels, which makes a single view useful. Wevion brings Meta, Google and four other platforms into one view, synced about every 15 minutes, and its Profitability Analytics, in beta, connects to Shopify or WooCommerce to show profit by campaign. Rules act on the conditions you set, checking every 30 minutes by default or every 15 minutes during peaks, and you can run each one as a dry run first. Wavo, the AI copilot, proposes budget moves or pauses based on what it sees, and nothing changes until you approve it.
