TikTok Shop ads are campaigns that sell products listed in a TikTok Shop, so the shopper buys without leaving TikTok. Since July 2025 they run through one campaign type, GMV Max, which picks products, creatives and placements for you against an ROI target. For an agency, the work is less about building ad groups and more about access, targets and deciding which sales belong in TikTok and which belong on the client's own site.

Quick answer: TikTok Shop ads now run as GMV Max campaigns: Product GMV Max for shop listings and LIVE GMV Max for live streams. You need a TikTok Shop connected to a Business Center, ad promotion access to that shop, and an authorised ad account. Use Shop ads when the client sells inside TikTok; use catalogue or conversion campaigns to send traffic to the client's website.

If your client sells only on its own store, you want our guide to TikTok catalog ads instead, which needs no TikTok Shop. For account ownership and partner access, see TikTok Business Center for agencies.

What are TikTok Shop ads?

TikTok Shop ads are sales campaigns whose product source is a TikTok Shop rather than a website, so the checkout happens inside the app. TikTok's help page on TikTok Shop Ads says they are only available when you pick the sales objective with TikTok Shop as the product source.

The same page states that "beginning July 2025, GMV Max will be the default and only supported campaign type for TikTok Shop Ads". TikTok's Product Shopping Ads page carries the same notice, so older Shop formats now run through GMV Max. If a client brief still asks for "video shopping ads for our Shop", it means GMV Max today.

TikTok's GMV Max overview describes two versions:

  • Product GMV Max promotes shop listings and chooses the products, creative assets and placements most likely to drive purchases.
  • LIVE GMV Max sends traffic to a live stream and optimises for gross revenue during the LIVE event.

How does GMV Max work?

GMV Max is an automated campaign that spends towards an ROI target you set for the shop, and decides most of the rest itself. TikTok's Product GMV Max page, updated in September 2026, says it optimises for the shop's "total channel ROI" and works across organic delivery and paid traffic.

Three details change how an agency should read it:

  1. Placements are bundled. Ads can run on the TikTok feed, search, the Shop Tab and TikTok Ad Network. You do not pick them one by one.
  2. Creatives come from several sources. Videos the brand posts, authorised affiliate posts and other TikTok posts you have permission to use, plus product card formats.
  3. Organic and affiliate orders count. The page says orders for promoted products count towards the campaign, "including those from organic content and affiliate orders", and reporting sits in the GMV Max dashboard in Seller Center.

That third point matters most. GMV Max ROI is not the same number as a website campaign's ROAS, because it includes sales the ads did not drive on their own. Our MER vs ROAS guide explains why a blended figure needs a different target from an attributed one.

Which markets can use TikTok Shop ads?

TikTok Shop ads are only available where TikTok Shop itself operates, and the list has changed several times, so check it before you pitch a client. TikTok's Shop Ads help page, last updated September 2025, lists Brazil, France, Indonesia, Ireland, Italy, Japan, Malaysia, Mexico, the Philippines, Singapore, Spain, Thailand, the United Kingdom, the United States and Vietnam.

TikTok's own pages do not fully agree. A GMV Max troubleshooting page updated in June 2026 names only seven countries, while a TikTok blog post from May 2026 says GMV Max is available in every market where TikTok Shop runs. Treat the client's Seller Center as the final word: the shop's operating country decides what you can run.

What does an agency need before launching?

An agency needs three things in place before it can create a GMV Max campaign for a client, and all three live in TikTok Business Center. TikTok's help pages on GMV Max authorisation and account settings set them out:

  1. A shop connected to a Business Center. The client's TikTok Shop must be linked to a Business Center.
  2. Ad promotion access. An agency needs ad promotion access to the client's shop. A brand running its own shop needs Admin or Advertising Manager permission on it.
  3. One Business Center for everything. The GMV Max ad account, the TikTok accounts and the shop must sit in the same Business Center, and the ad account must be authorised for GMV Max. You also need operator or admin access to that ad account.

The shop owner approves the authorisation request. Ask for it in the first week, because the launch cannot start until it is approved. Keep the shop and ad account owned by the client and add your agency as a partner, as our Business Center guide recommends.

How do you set the ROI target?

The ROI target is the main lever in GMV Max, so set it from the client's margin rather than from a habit carried over from Meta. TikTok's GMV Max overview says the campaign "will automatically spend within your target's range" once you choose it.

Here is a worked example with hypothetical numbers. A client sells a €40 product on TikTok Shop. After product cost, shipping, TikTok Shop fees and returns, it keeps €16, which is a 40% contribution margin before ads. Break-even ROI on ad spend is therefore 1 ÷ 0.40 = 2.5. If the client wants €4 of profit per order after ads, the most it can pay is €16 − €4 = €12 per order, which means an ROI target of €40 ÷ €12 ≈ 3.3.

Start near that number, not far above it. A target set too high starves delivery, and one set too low buys revenue the client loses money on. Our guide to contribution margin in ecommerce shows which costs belong in the €16.

Shop ads or the client's own site?

The choice between TikTok Shop ads and website campaigns is a choice about where the client wants the sale, the customer data and the margin to land. Many brands run both, with separate budgets.

Lean towards Shop ads when the product sells on a short video, the brand already works with affiliates and creators, and the client is set up to fulfil TikTok Shop orders.

Lean towards the website when the client relies on email and repeat purchase, sells bundles or subscriptions, or needs every first-time customer in its own store data to track new customer acquisition cost.

Whatever you choose, keep the two budgets and targets apart in reporting. A GMV Max ROI that includes organic and affiliate orders should never sit in the same column as an attributed website ROAS.

What mistakes do agencies make with TikTok Shop ads?

Most problems with TikTok Shop ads come from treating GMV Max like a manual campaign or mixing its numbers with website numbers. Watch for these:

  • Starting before authorisation is approved, so the launch date slips while the shop owner finds the request.
  • Splitting assets across Business Centers. The shop, TikTok accounts and ad account must share one.
  • Setting the ROI target from another platform's ROAS instead of the product's margin.
  • Adding Shop revenue to website revenue in the client report, which double counts orders.
  • Feeding too few videos. GMV Max picks the creatives, so give it a steady supply from the brand and affiliates.
  • Promoting products the client cannot ship on time, which turns ad spend into cancelled orders and unhappy buyers.

Where Wevion fits

Agencies with ecommerce clients rarely run TikTok alone. The same client usually has Meta and Google campaigns sending traffic to its store, and those need checking every day next to TikTok.

Wevion connects Meta, Google, TikTok, Snapchat, Taboola and Outbrain ad accounts through each platform's official API, syncs data about every 15 minutes, and gives every client its own workspace, so a media buyer can compare website campaigns across platforms without switching tabs.

With cross-channel analytics you can see spend and results for a client's accounts in one currency. Team roles such as manager, media buyer, finance and viewer keep each person to the clients they run. Automated rules can pause ads, change budgets or just send an alert on one platform, and cross-platform rules are in beta.

You can try it on your own ad accounts with a 14-day trial on the Pro plan. No card to start. We ask for one on day 7, or earlier if you use up the trial credits, and billing starts on day 14 only if you add it.

Key takeaways

  • TikTok Shop ads run through GMV Max: Product GMV Max for listings, LIVE GMV Max for live streams.
  • GMV Max optimises the shop's total channel ROI and counts organic and affiliate orders for promoted products.
  • Agencies need a shop connected to Business Center, ad promotion access and an authorised ad account in the same Business Center.
  • Market lists differ across TikTok's pages; the shop's operating country in Seller Center decides.
  • Set the ROI target from contribution margin, not from another platform's ROAS.
  • Keep Shop and website budgets, targets and reports separate.
